Overview of EPR Certificate

The Plastic Waste Management Rules 2016 (As amended 20222), introduced EPR (Extended Producers Responsibility) with the goal of ensuring processing of plastic packaging waste through:

• Recycling
• Reusing
• End-of-life disposal

In order to enforce this, liable entities must get an EPR certificate by registering on the central portal developed by the Government of India.

Applicability of EPR Registration in India

All entities having operations in India & generating plastic packaging waste are liable for EPR registration

• Producer (P)
• Importer (I)
• Brand Owner (BO)

EPR obligations of PIBOs

• Registration on centralized portal – https://eprplastic.cpcb.gov.in/#/plastic/home
• Submit Action plan on EPR targets, category wise on the portal
• Non MSME brand owners shall provide details of plastic packaging purchased from producers and importers – Such quantities will be deducted from PIs obligation.
• Producers & importers shall provide details of plastic packaging sold to Non MSME brand owners – else won’t get benefit of obligation.
• Develop schemes to separate plastic & solid waste for collection
• File annual returns for fulfilling obligations

EPR Registration Procedure

1. Pre Registration: Gather copies of all-relevant documents in pdf, jpg, or png file formats on hand.
2. Self-registration on the portal & filling application.
3. Submit application – fill section wise information for PIBOs as required.
4. Payment of Fees
5. Processing 
6. Grant of EPR Registration

Timeline for EPR Registration

The process of procuring an EPR certificate can be long and tedious. Depending on the no. of registrations based on applicability, timeline for EPR registration can range from 15-30 days including filling of application.

The govt. Fees for EPR registration ranges from Rs. 10,000/- to Rs. 50,000/-
